The National Electricity Market of the future will be vastly different to the one that serves the eastern states today. It will include more high-voltage interstate "interconnectors", and more wind, solar and gas power. It will have more technology to manage the flow and wind and solar, less coal power, and it will have utility-scale batteries to better match supply and demand. It will also depart from the "energy only" market model to include a "capacity market" – payments to fossil fuel generators to stand by to fill gaps in supply when wind and solar energy can't meet demand. Before any of this can happen the rules of the NEM need to be rewritten. "The issue now is about the design of the market," says Bruce Mountain, director of energy consultancy CME. AGL chief executive Andy Vesey called for an end to the blame game sparked by extreme prices in South Australia and an overhaul of the NEM to accommodate its transition. Experts say the rules of the NEM need to be rewritten to provide incentives for the right generation, storage and grid-stabilising services to occur in the right places and at the right times. Britain has already added a capacity market and its National Grid transmission monopoly is running a tender for 200 megawatts of back-up electricity – mainly utility-scale batteries. "We are starting off that whole issue," says Mountain. The new NEM will be much trickier to design than the original energy-only spot market. If it's not done well, the transition to a lower carbon NEM will be much bumpier, says Olivia Kember, head of policy at the Climate Institute. Currently the NEM's statutory objectives don't include reducing carbon emissions. That needs to be a top-line objective alongside reliability, efficiency and affordability, she says. Next, the NEM needs to provide incentives for cleaner generation to replace coal, and for back-up power, storage and grid stability services that renewable energy doesn't currently provide – and for all this to be provided in the right place at... Current policies have led to a wind power plunge in South Australia and underinvestment elsewhere. Clean Energy Council chief Kane Thornton says it's time for federal co-ordination of state by state renewables targets. The NEM pits generators against consumers, which makes competition a priority. Don't focus on bringing in either open cycle gas turbines or batteries or anything like that. Focus on coming up with a competitive market," Mountain says. Transgrid chief executive Paul Italiano says the proposed 650 megawatt SA-NSW interconnector would be the most cost-effective way to shore up the stability of South Australia's grid. An alternative idea for a massive upgrade to the existing 650-megawatt Heywood SA-Victoria interconnector costing $500-800 million is backed by manufacturers. China is building aluminium transmission lines that cover greater distances than copper transmission with less power loss. Wind and rooftop solar are virtually mature technologies. They have eaten up billions of dollars in subsidies but their costs have fallen to the point where they will soon be viable without subsidies, which is what energy companies like AGL and Origin Energy, and investors like QIC and the Future Fund... The federal government has allocated $600 million to development of large-scale solar plants. Gas generation's appeal is that it can be switched on and off easily, making it an ideal complement to intermittent wind and solar plant. But the high cost of gas in Australia is a problem. Batteries excite the public and solar rooftop households are installing them at an ever-increasing rate, albeit off a tiny base. Large-scale batteries "are a way off market viability", Mountains says, but Thornton says the "tipping point" could be a few years off.
