On Thursday, at a news conference at Brandon Police Department, the top brass from the Drug Enforcement Administration, the Mississippi Bureau of Narcotics and the Department of Public Safety joined Brandon Police Chief William Thompson, Rep. Mark Baker, R-Brandon, and Rankin County Assistant District Attorney Brad Hutto to discuss 10 additional arrests that stemmed from the Tincher case. Even then, Thompson says that's just the "close of phase one of this case. "It all started with a confidential informant, led right to Tincher’s doorstep and a search warrant of his residence and we found the drugs, the prescriptions, we found weapons, we found money, a bunch of other things that probably shouldn’t have... "Him and his fiancée, Miss Peacock, were involved in this together and they were obtaining and prescribing illegally. Thompson said after the September arrest of Tincher and Peacock, Roger Williams, Jennifer Varnes and Meghan Richardson (ages and hometowns unavailable) were all arrested in October and November, which really started the information rolling. "Upon taking Tincher into custody, this case just grew from there and got bigger and bigger and bigger, and over the last six to eight months, we’re up to 12 separate arrests, all of them involving the distribution and trafficking of opioid-type... We’re not going to let up on this opioid thing, especially not here in Rankin County. Thursday's news conference was to announce the arrests of Jay Darby, 38, of Jackson. Steven Goode, 31, of Pearl. Lisa Dellapenna, 44, of Pearl. and Lisa Willoughby, 47, of Brandon on a range of charges including sale of a controlled substance, trafficking of a controlled substance, conspiracy to traffic a controlled substance and obtaining a controlled substance by fraud. MBN Director John Dowdy said the reason the case continues to grow is Tincher wasn't just prescribing to patients. "Tincher was being paid substantial amounts of cash to prescribe the drugs to people who were nothing more than dealers and were selling on the street," Dowdy said. DEA Special Agent in Charge Daniel Comeaux said it's time for Mississippians to understand the opioid epidemic is not just in their county or their hometown, it's in their neighborhood. We just had 12 arrests here, and if you go down the street, there were another 19 arrests on the Coast yesterday for this same problem, the same issues. This is here, this is next door to you," he said. "(People) see prescription pills and they say they’re clean because they're prescribed by a doctor. The problem with that is that they often lead to heroin, a very dirty, nasty drug that causes a lot of other problems that we’re trying to stop. The rise in opioid abuse has also led to a spike in pharmacy burglaries. MBN worked 43 successful pharmacy burglaries in Mississippi last year. "The people who did that specifically targeted opioids because of the value this drug has on the street right now," Dowdy said. Department of Public Safety Commissioner Marshall Fisher stressed that the epidemic is not just a public safety issue, but a public health issue. He said authorities have been in discussions with the Board of Health, the Board of Medical Licensure, the Board of Nursing and the Board of Pharmacy on how to battle the issue. "We can't arrest our way out of this situation, we've got to have their help," he said. Baker said the fight is one the Legislature is taking very seriously. "We are working to make sure police have all the tools necessary from a legislative standpoint to combat this epidemic," he said. He also addressed doctors who continue to break the law. "With respect to the bad doctors who are doing bad things and the people who are working with them, these gentlemen behind me are going to change their zip code if they keep doing what they’re doing," he said. "That’s just the way it is. Most people are good doctors like most police officers are good police officers, but there are a few bad ones. Given the knee-jerk reaction of some medical professionals as officials have.
