Middle and upper Whanganui River Maori groups are seeking changes to the river's settlement bill, making them full iwi rather than hapu. The groups include Ngati Uenuku, Tamahaki and Taumarunui's Ngati Haua. The Uenuku Charitable Trust supported Ngati Haua speakers' presentation on the matter to the Maori Affairs Select Committee in Wellington on Monday. The committee is considering the Te Awa Tupua bill before it has its second readng in Parliament. The Uenuku Charitable Trust was formally mandated to represent people from Central Whanganui's Te Korowai o Wainuiarua in Treaty of Waitangi negotiations on June 20 this year. Its Letter of Recognition from Treaty Negotiations Minister Chris Finlayson and Maori Development Minister Te Ururoa Flavell said the trust had the processes and systems in place to ensure accountability to its claimants. It went on to say: "We understand that there are some differing views in the claimant community in regards to your mandate. We are aware you have been working hard to engage with those who do not support Uenuku Charitable Trust's mandate and we expect that you will continue this engagement. The Uenuku Charitable Trust expects to agree terms of negotiation with the Crown by the end of October. It hopes to begin negotiations in November, project manager Steve Hirini said. Trust chairman Aiden Gilbert says if Ngati Uenuku and the other groups are not deemed iwi rather than hapu, new grievances will be created. Speaking on behalf of middle and upper river iwi, Paora Haitana said they were better served by current law than they would be by a new bill that extinguished their rights as iwi.
